In order to standardize the development of waste plastics resources and comprehensively utilize the industry's development order, promote the optimization and upgrading of enterprises, improve the comprehensive utilization technology and management level of resources, and guide the healthy and sustainable development of the industry, the Ministry of Industry and Information Technology formulated the “Standards for the Comprehensive Utilization of Waste Plastics Industry” on December 4, 2015. , "Interim Measures for the Administration of the Specification of Waste Plastics Comprehensive Utilization Industry Interim Measures."

Under the entrustment of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology, the Plastic Recycling Branch of China Synthetic Resin Supply and Marketing Association organized an expert review meeting for the first batch of application materials on November 16, 2016, and the first batch of 20 companies that meet the “Regulations”. It has been publicized on the website of the Ministry of Industry and Information Technology.

Facing the great changes in the industry, companies have called the Plastics Recycling Sub-committee to apply for the “Regulations for Comprehensive Utilization of Waste Plastics”. To this end, the Association reported to the Ministry of Industry and Information Technology and organized 30 companies to collectively apply for "standard conditions."

In order to make the company efficient and standardized, the association guides the whole process, helps companies fill in the application materials, and ensures that the company's application is successful. It has become a waste plastics comprehensive utilization enterprise approved by the Ministry of Industry and Information Technology.

Types of enterprises and production scale

1. PET bottle-recycling companies: Newly-built enterprises have annual waste plastic processing capacity of not less than 30,000 tons; established enterprises have annual waste plastic processing capacity of not less than 20,000 tons.

2. Waste plastics crushing, cleaning and sorting enterprises: Newly-built enterprises' annual waste plastics processing capacity should not be less than 30,000 tons; established enterprises' annual waste plastics processing capacity should not be less than 20,000 tons.

3. Plastics recycling and granulation enterprises: New-built enterprises have annual waste plastic processing capacity of not less than 5,000 tons; established enterprises have annual waste plastic processing capacity of not less than 3,000 tons.

Comprehensive utilization of resources and energy consumption

1. The integrated power consumption of the relevant production processes of plastics reprocessing is lower than 500 kWh/ton of waste plastics.

2. The total new water consumption of PET reclaimed bottle type enterprises and waste plastic crushing, cleaning and sorting enterprises is less than 1.5 tons/ton of waste plastics. The new synthetic water consumption of plastic recycling granulators is less than 0.2 tons/ton of waste plastic.

Process and equipment

1. PET bottle recycling companies. Automatic control of automatic feeding, automatic packaging and processing should be implemented.

2. Waste plastics crushing, cleaning and sorting enterprises. Automatic processing equipment and facilities should be used.

3. Plastics recycling granulation companies. It should have pretreatment equipment and granulation equipment that are compatible with the processing and utilization capabilities. Enterprises of comprehensive utilization of

waste plastics shall strictly implement the "Environmental Impact Assessment Law of the People's Republic of China", establish supporting environmental protection facilities in accordance with the "three simultaneous requirements" of environmental protection, formulate environmental risk emergency response plans, and apply for project environmental protection acceptance according to law. .

Enterprises should have wastewater treatment facilities that are compatible with the processing and utilization capabilities, and the reuse rate of reclaimed water must meet the relevant requirements of the EIA documents.

The waste gas and dust production workshops during the reprocessing process shall be provided with waste gas and dust collection and treatment facilities, and shall be discharged after reaching the standard through purification treatment.

For noise-intensive equipment during processing, noise reduction and sound insulation measures must be taken. Enterprise noise should meet the “Emission Standard for Environmental Noise at the Boundary of Industrial Enterprises”.
